Information Regarding Potential Annexation

The Glenview Park District Board of Commissioners is considering the annexation of two unincorporated areas, which are bound on all sides by the Glenview Park District.

One unincorporated area that includes Overland Pass, Pleasant Run, Westview, Linden Tree and Alley Lane is located on the west side of Landwehr Road adjacent to the Glenview Ice Center and just north of The Grove. The other area is located east of Milwaukee and includes Salem Walk.

The map below shows the two unincorporated areas (dark blue) surrounded by park district service area (pale yellow).

The annexation being contemplated is an annexation of these properties into the Park District.  The Park District Board cannot annex these areas on behalf of any other taxing body.

The map below shows the two unincorporated areas in more detail, surrounded by park district service area (pale green).

Why are these areas being considered for annexation?

The Glenview Park District recently underwent a 10-year comprehensive master plan. Through this process, the district completed a full review and analysis of facilities and service areas. While these two areas are unincorporated and not part of the Village of Glenview, they are surrounded by park district service areas.

Though these residents are within a 10-minute walk or drive of many parks and facilities, they are not able to receive the benefits and priority access their neighbors on all sides are receiving. The district has previously received requests to provide resident-only benefits from families living in these areas.

These unincorporated areas are roughly:

How will annexation benefit these residents?

Residents in these areas are currently paying premium prices for services, excluded from priority access to registration, excluded from resident-only programming, excluded from access to financial assistance for programming, and are unable to vote for commissioners or participate in public discussions that impact their neighborhood.

If the board votes to approve annexation of these unincorporated areas in September, these residents will be able to:

When will this be decided? If approved, when would it take effect?

The Board of Park Commissioners will be voting on whether to approve the annexation of these properties at the September 20, 2018 Board meeting. The meeting will be held at Park Center, 2400 Chestnut Avenue, in Room 101 at 7:00 p.m.  Members of the public will be given opportunity to speak under the public comment portion of the agenda prior to the board making a decision.

If the Park Board of Commissioners votes to approve the annexations on this date, residents would be eligible to receive full benefits beginning in 2019. The property owners would begin receiving a tax assessment for the Glenview Park District in 2019, which would first impact property tax bills sent to property owners in 2020.

If you would like to submit a public comment for Park Board consideration, please complete the form below. Comments received before September 13 will be submitted to the Park Board in advance of the September board meeting.
