Updated referendum construction information and its impact on programming – August 2019

As is common with construction projects, timelines are fluid because changes can happen. While we were anticipating the ability to partially open the ice center with limited, temporary conditions this winter, we have learned that will no longer be possible due to some early delays in the project timeline. The full project timeline is not impacted, and the full opening continues to be scheduled for September 2020.

We are seeking alternate places to provide winter programming, as not having temporary conditions this season is not ideal. Park District staff is in process of securing ice at area rinks in Glenview, Northbrook, Mt. Prospect, Rolling Meadows and other surrounding towns. Our goal is to provide as many of our regular programs as possible based on the amount of ice time we can secure. We are in discussion with local park districts on possible intergovernmental agreements to allow Glenview residents to receive resident rates in order to provide more individual options.  Information and registration details for fall and winter programming will be available on the park district website no later than August 16th, and will continue to be updated as finalized.

The construction schedule had previously planned for a shutdown of the temporary ice conditions in Summer of 2020 to continue renovations. Based on updated construction timelines, the park district will be able to open Rink B, the renovated rink, for programming during summer 2020. User experience will be notably better than the limited season planned for Winter 2019. When we open one rink in Summer 2020 it will include full locker rooms, finished lighting, bathrooms, seating for spectators, heating and improved parking.

Additionally, the project will have an overall estimated cost savings of $350,000 through the elimination of temporary walls, bathroom and locker room trailers, and external generators for electricity that were planned for the Winter 2019 season.

Major factors contributing to the delay include:

  • A land swap with the village for property at the fire station. This will lead to cost savings for both the village and the park district due to the sharing of storm water management at the site, but it also required changes to the design of the site before construction could move forward.
  • We chose a new ice mechanical system, one which is being widely used today in newly built ice rinks in the region and is more energy efficient. While that resulted in additional cost savings for the project, it the first of this kind of refrigeration system to be used in Glenview and has required additional time for permitting and fabrication.
  • The village has been doing due diligence to fully understand the complexities of this project and how codes apply to each aspect of the renovations. Work onsite has moved forward with the site grading and site utility permits, and the park district team and village team are working closely together throughout the process. A full build permit is anticipated in August.
